Count Me!

I received my American Community Survey, used by the US Census Bureau to plan and fund programs, in the mail the other day. I had been eagerly awaiting it's arrival after I received notice a few weeks ago from the US Census Brueau that my Survey would soon be arriving. As noted in the welcome letter accompanying the Survey form I am required by law to respond so I fulflled my civic duty and filled it out. Sadly, there's not much to say about my household - it's just me, I am an employee of a private for profit company, I have a very short commute, I don't own my own house or sell agricultural products from my property. Nor do I have any persons living at this address evacuated from Hurricane Katrina. So it took me somewhat less than the 38 minutes estimated for the average household to fill out the census form. Is the US Government implying my household is below average?
